The units are real and the money is committed. The servicing is a separate program with a separate application window — one that closes after construction is meant to begin.
Everyone involved knows this. The workaround is to build to the point of connection and wait, which is what happened the last two rounds, and is why four finished houses in the next community stood empty through a winter.
The ask is small and specific: align the two windows. It has been made in writing three times.
